The City requires developers of large housing projects to sell a percentage of the homes at below market prices to low- and moderate-income households through the Below Market Rate (BMR) Home Ownership program. BMR homes are not subsidized by the City, but prices are restricted by the City. The BMR Home Ownership Program is administered by the Housing Division.
